Mission and Core Business
Higher Ed Services (HES) is a not-for-profit professional services company owned by Universities Australia. The company has been established to benefit the tertiary education sector and provides independent and impartial advice and services to Australian universities. One of its goals is to assist universities to achieve cost savings in their corporate applications and goods and services acquisitions through knowledge sharing, collaboration and achieving economies of scale. The company aligns its core business directly with the core business requirements of its clients and seeks to identify collaborative management opportunities that are able to realise cost effective outcomes and leverage economies of scale.

HES delivers high quality support services to educational institutions participating in collaborative development groups and networks. The company is very experienced in managing national collaborative projects in business improvement and business systems functionality development, often involving up to 29 participating institutions in a single project.

HES also provides a range of consultancy services. In 2009 the company provided consultancy services to Victoria University, University of New England, Cancer Institute of NSW and Universities Australia. The company offers knowledge sharing facilities (often free) through its website for short-term collaborating groups, such as Horizon library systems users and a developing Finance One Systems User group.

National Collaborative Project Management
The company has positioned itself to provide project development and management services for innovative collaborative projects on a national scale. A good example of this is the Australian National Higher Education Procurement Benchmarking Programme (ANHEPBP) which has delivered $6 million in free business intelligence services to 29 participating universities and is underpinned by a simple, non-onerous contractual model.
HES as the Project Management Partner, developed two very successful Workplace Productivity Grant applications in 2006 for collaborating groups in Procurement and Human Resource Systems. The grants together provided over $8.3 million over three years to 2009 to support significant collaborative development programmes, which have been proactively supported by universities and have led to increased efficiencies and cost savings for participants.
The Procurement Benchmarking Programme has identified potential savings for participating universities of between $15.0M and $53.7M. Each participating university under the grant programme, has been provided with free professional benchmarking analysis services valued at between $60,000 and $300,000, depending on the number of benchmarking project services individually ordered from the fifteen sub-projects on offer.
The Human Resources Electronic Information Management Project identified potential savings for universities flowing from the 23 sub-projects to be of the order of $9.065M per annum. The Human Resources Information Systems Group (HRIS) is proceeding in 2010 with a range of proactive developments in employee web self service, eRecruitment and OH&S.
Oracle Technology Contracts, Sublicences and SavingsHES holds approximately 300,000 Licences at advantageous support rates that it sub-licenses to twenty education and research organisations including Holmesglen College, CSIRO and ANSTO. HES manages Oracle negotiations for a national consortium and enquiries from education clients. Five universities sublicense Oracle Financials through HES.
HES is an Oracle Reseller and passes further discounting to educational institutions that purchase software through the company.
Australian Universities Procurement Network (AUPN)Effective purchasing is critical to universities in driving down operational costs and HES continues to drive and coordinate an initiative for national collaborative procurement for universities. As a result, the AUPN has been able to commence an expansion of a national agenda for improvements in university procurement capabilities. The growing collaborative activities, which are now taking on a regional focus, have been underpinned by the national procurement benchmarking programme over the three years 2006 to 2009.
The AUPN has established three national standing committees on
- Procurement Capability
- Sustainable Procurement
- Business Process Improvement.
To drive further initiatives, 30 universities currently subscribe to the AUPN. The AUPN will also offer a series or workshops and forums in 2010 and will provide opportunities for networking amongst procurement managers at the annual University Finance and Procurement Conference

HES has eight staff comprising a CEO and Senior Business Consultants with substantial knowledge and experience in higher education core business activities, business systems and emerging procurement capabilities.
How many clients does HES have?
Total clients: 43HES has 38 university clients plus CSIRO, ANSTO, Holmesglen Institute of TAFE, Avondale College and the Cancer Institute of NSW. HES also provides an enquiry service to Australian universities, educational institutes and colleges, research organisations and New Zealand universities, promoting networking and sharing knowledge.
How many Contracts and Sublicence Agreements does HES Manage?
Total: 74 Agreements under management at May 2010.
HES manages 37 Participating Institution agreements for collaborating group services; 29 participating institution agreements for National Procurement Benchmarking projects; and various head agreements with companies such as Oracle, Talent 2, Thrifty and Coregas.
Total: 45 Sublicence Agreements under management at May 2010.HES manages a total of 20 Oracle technology sublicence agreements, 20 Alesco HR system sublicences and 5 Oracle Financials systems sublicences.
