Higher Ed Services Board of Directors

The HES Board, which has members appointed by the shareholder (UA), is responsible for the appointment of the CEO and the probity and governance of company activities and it receives detailed financial reports at each meeting.

The Board meets six times a year. It also approves any new initiatives and associations and contracts and it receives reports from the CEO on company operations. The Board has all the normal reporting responsibilities to ASIC each year and the company is externally audited on an annual basis.

Dr Brian Spencer    (Chair)


Dr Brian SpencerDr Spencer has over 45 years of experience in university administration in Australia. He is a graduate of the University of New South Wales in Commerce and of Macquarie University in Education.

Until his retirement in July 2007, he was Registrar and Vice-Principal of Macquarie University for 21 years.

As a member of the University's Senior Executive, he was responsible to the Vice-Chancellor for supporting the academic administration of the University, for the management of student services and for corporate governance.

Brian was a member of the original CASMAC Steering Committee which established standards for the development of information-technology based enterprise systems in Australian Universities, particularly student systems. He continued as a member of the Boards of Union Pty Ltd and its successor Higher Ed Systems Pty Ltd.

Over the years, Brian has been involved in a large number of projects for the Australian Vice-Chancellors' Committee ranging from Administrative Staff Training Courses in Australia to Shadow and Leadership programs in Japan, Indonesia, Malaysia, China, Austria and Hong Kong.

Brian is currently:

  • Chairman of the Board of Higher Ed Services Pty Ltd, the professional services company owned by Universities Australia
  • Director of the nation-wide Universities Co-Op Bookshop Ltd
  • Chairman of the Board of the travel company Odyssey Edventures Ltd
  • Chairman of the Board of Australian Institute of business and Management Ltd
  • Member of the National Board of Advisors of AIESEC Australia.

From 2000-2005, Brian was Vice-President of the International Leadership Council of the Golden Key International Honour Society.

In 2005, he received the President's Award for service to the Golden Key International Honour Society in Los Angeles and was admitted to the AIESEC Alumni Hall of Fame in Agra, India.

He is a Fellow of the Australian Institute of Company Directors and a Fellow of the Australian Institute of Management.

Brian's interests include sailing, bushwalking and rugby union.

Dr Rob Brown

Director Governance Policy Planning Services, Victoria University

Rob has a wide background in educational administration, particularly in the tertiary sector. He initially trained as a secondary English and ESL teacher, and his early career was served in the Curriculum Branch of the Western Australian Education Department, as well as through teaching in government and private institutions.

After undertaking a three-year stint in Japan as an English language curriculum developer, he returned to take up a post as an academic skills advisor and marketer in a university's International Students Office. His background in educational administration grew to encompass roles as Academic Secretary, Faculty Manager, and Director of Policy and Planning, before commencing his role as Executive Director - Governance, Policy and Planning Services at Victoria University in November, 2004.

He became Pro Vice-Chancellor (Institutional Services) in July, 2006. This portfolio currently includes Strategic Planning, Quality Assurance, Institutional Statistics, Governance, Records Management, Policy Development, Legal Services and Corporate Events and Institutional Differentiation. He has also undertaken executive roles in professional associations, including the Association of Tertiary Education Management (ATEM), and serves as a Director on the Board of Higher Education Services.

Rob's professional interests particularly focus on tertiary education policy and analysis, as well as the strategic marketing of education services (in which area he completed his doctorate). His personal interests include music and sports, especially cricket.

Mr Graeme Dennehy


Consultant, former Chief Operating Officer and Vice–President, Deakin University

Graeme Dennehy has over 22 years experience in University administration with 15 of those years working at the level of Vice-President. Graeme retired, in August 2011, from the position of Chief Operating Officer and Vice-President at Deakin University; a position he had occupied since August 2006.

His responsibilities in this position included the provision of leadership and oversight of the University’s corporate and commercial services including Facilities Management, Human Resources, Logistics and Information Technology. He was also responsible for the University Solicitor’s office and had oversight of the University’s controlled entities.

Prior to taking up this role, Graeme was the Executive Director and Vice-President (Business and Administration) with the University of New England, a similar position but with the additional responsibilities of Financial Services, Student Administration and Marketing and Public Affairs. He held this position from October, 1997 to August, 2008.

His earlier career involved working for the Northern Territory University for nine years and prior to that working in the construction industry where he held a number of senior management positions within the Northern Territory Government.

Graeme has always had a strong interest in Quality Assurance and the development and implementation of Quality Assurance frameworks. He has been an Australian Universities Quality Agency (AUQA) auditor for ten years over which period he participated in a number of audits of Australian Universities including taking on the responsibility of the role of Chair of two audit panels. As Chair, Graeme has undertaken audits of Universities’ offshore activities in China, Malaysia, Singapore and Fiji. He also has the experience of leading a number of University Divisions in achieving ISO 9001 QA certification.

Graeme has had extensive experience as a Director of University controlled and associated entities including; the International Livestock Resources and Information Centre (ILRIC); the National Marine Science Centre (NMSC); Callista Software Services (Chair); Higher Education Services (HES); the Victorian Education and Research Network (Vernet) and the Committee for Geelong.

Graeme is currently engaged in consultancy roles within the Higher Education sector.

Mr Michael Knight

Michael Knight

Executive Director, Human Resources Division, Charles Sturt University

Michael is the Executive Director, Human Resources for Charles Sturt University and is part of the Senior Executive who report directly to the Vice-Chancellor. Michael has over 20 years managerial experience from the education sector. Since 2001 Michael has been Chair of the HES HRIS Group and been a Trustee of Catholic HealthCare from 2002. Michael brings to the Board an extensive range of experiences and expertise in human resource and information management from operational and strategic perspectives. Michael's experience also includes managerial roles in Student Administration. Michael has a strong commitment to engagement with the community and he has served on a number of Boards, committees and advisory groups.

Michael has a Bachelor of Business and a Master of Management and is a Fellow of the Australian Human Resources Institute.

Dr Maddy McMaster

Maddy McMaster is Academic Registrar at RMIT University in Melbourne, where she has responsibility for academic policy and governance, student administration and student systems.

Dr McMaster has worked in five universities in Australia and England, in administrative and academic roles. Before joining RMIT in 2006 she worked at the University of Melbourne for nine years as Director, Academic Services and as a faculty general manager. She has been the business owner of student systems at both these universities and has a strong interest in change management required to enable the use of technical developments.

Dr McMaster is currently Vice-President (Professional Development) of the Bass Region of the Association of Tertiary Education Management.

Dr Nick Tate

Associate Director of Australian Research Collaboration Service (ARCS).  With more than 35 years in the IT industry, Nick was most recently employed as Director of Information Technology Services at the University of Queensland (UQ), as Director of the Australian Computer Emergency Response Team (AusCERT), and as an Adjunct Professor at UQ’s School of Information Technology and Electrical Engineering.

He has a bachelor’s degree in physics, master’s degree in computer science and a PhD in IT security. He is a Chartered Engineer, Chartered IT Professional, Fellow of the Australian Computer Society and Fellow of the Royal Astronomical Society. He is also National Treasurer and a national Board Member of the Australian Computer Society, the Founding Chair of the eResearch Australasia conference, and Chair of the Organising Committee for the World Computer Congress in 2010.

In addition, he is a former Chair of the Council of Australian University Directors of Information Technology (CAUDIT) and currently serves as a faculty member at the CAUDIT Educause Institute as well as chair of two standing committees.

In addition to his work in IT, Nick was a pilot in the University Air Squadron/Royal Air force Volunteer Reserve, whilst at University and was a Borough Councillor (British equivalent of a City Councillor) for five years in the 1980s, where he chaired the health and highways committees for the council.

His personal interests include astronomy, opera, theatre, genealogy, current affairs, reading and debating.

Dr Glenn Withers

Dr Glenn Withers is the Chief Executive Officer of Universities Australia. Previously he was
Professor of Public Policy, Crawford School of Economics and Government at the Australian
National University, and was a Professor at the Australian and New Zealand School of
Government.

Dr Withers also has extensive experience working in Government including as Head of the
Economic Planning Advisory Commission (EPAC) and Chair of the National Population Council, and as a consultant and adviser.

Dr Withers was awarded an Order of Australia in 1992 for service to applied economics
particularly in the areas of immigration and population research, including for the development of the Australian immigration points system.
