Australian National Higher Education Procurement Benchmarking Procurement

Dear Colleagues,
As we start a new year, I thought an update on the current status of the ANHEPBP might be appreciated - and a reminder of some important dates.

CURRENT STATUS

The ANHEPBP is composed of 12 sub-projects for commodities and services and 3 Procurement Function benchmarking sub-projects, funded by DEST as part of the Workplace Productivity Programme (round 1). The Programme was officially launched in February 2007 and will continue until July 2009.

Phase 1

Sub-Project 1 Office SuppliesThis has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 27th June 2007.
The review workshop will be held in Melbourne on Wednesday, 11th March 2008
Sub-Project 2 Laboratory Supplies This has been completed and the individual Market Intelligence and the Aggregated Market Reports were distributed on 13th July 2007.
The review workshop will be held in Melbourne on Thursday, 12th March 2008
Sub-Project 3 Temporary Staff This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 29th June 2007.
The review workshop will be held in Melbourne on Thursday, 12th March 2008
Sub-Project 4 Travel This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 15th November 2007.
The review workshop will be held in Melbourne on Wednesday, 11th March 2008
Procurement Function Phase 1This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 11th December 2007.
The review workshop will be held in Sydney on Wednesday, 16th January 2008

Phase 2

Sub-Project 5 Multi-Function Devices The data gathering stage of MFDs was completed in October 2007; the reports are due for distribution on 23rd January 2008. The review workshop will be held in Melbourne on Wednesday, 16th April 2008
Sub-Project 6 Transaction Banking

The data gathering stage of this one was completed in November 2007; the reports will be distributed on 6th March, 2008. The review workshop will be held in Melbourne on Wednesday, 16th April 2008

Sub-Project 7 Telecommunications The scope and parameters are currently under scrutiny by the AUPC Advisory Group and the ANHEPBP Advisory Committee. 20 universities have expressed an interest in taking part and we anticipate being ready to send out the Participating University Order Forms in the next couple of weeks.
Sub-Project 8 PCs and Laptops It is planned to have the scope and parameters ready for consideration before the end of February, with the intention of starting the data gathering stage in early March; reports to be delivered late July/early August 2008.
Procurement Function Phase 2

The experiences of the Phase 1 benchmarking will be reviewed in a workshop being held in January 2008 and the data templates for Phase 2 will be adjusted accordingly.
Phase 2 is scheduled to run from April to eptember 2008 but these dates may be revised depending on the outcomes of the review workshop for Phase 1.

Phase 3 Commodities and ServicesThe choice of commodities and services to be benchmarked in Phase 3 will be revisited based on the outcomes of a Survey to be conducted later this year. Membership of the Advisory Groups will be formed according to the Advisory Groups' Terms of Reference and universities will be invited to nominate people who can offer expertise to a scoping of particular commodities and services.

23 Jan 08 - Multi-Function Devices Reports due for distribution
Feb 08 - Commence Telecommunications sub-project
06 Mar 08 - Transaction Banking Reports due for distribution
10 Mar 08 - AUPC Executive Committee meeting
11 Mar 08 - Review Workshops for Travel & Office Supplies in Melbourne
12 Mar 08 - Review Workshops for Laboratory Supplies & Temporary Staff in Melbourne
Mar 08 - Commence PCs & Laptops benchmarking sub-project
16 Apr 08 - Review Workshops for MFDs & Transaction Banking in Melbourne
Apr 08 - Commence Phase 2 - Procurement Function benchmarking
21 - 23 Jul 08 - National Finance & Procurement Conference in Cairns incorporating an open AUPC meeting for all Higher Education sector Procurement Managers.
