Status and Important Dates 14 May 2008

Dear Colleagues,

We are now more than half way through the ANHEP Benchmarking Programme and we are seeing more benefits accruing than we ever anticipated when we started on this endeavour. We shall be able to start the Savings Thermometer with some degree of accuracy once the Survey results start to flow in but from verbal accounts, I am confident we shall return far more to the sector than DEEWR so generously invested in this Programme.

Other rewards have come from the extensive communications and sharing of knowledge and experiences across the universities. The workshops to date have been a great success and I think anyone who has attended these will not have left without having made some new acquaintance or acquired some solid information to take back to their university.

I shall give the current status of the Programme and some important dates, but before I do, please can I remind everyone of the importance of completing the Feedback forms for each of the sub-projects? It is by this means, and only by this, that we are able to specifically identify the savings and benefits that must be reported back to DEEWR. The Feedback forms are available on the HES website if you need an additional copy:

Current Status

The ANHEPBP is composed of 12 sub-projects for commodities and services and 3 Procurement Function benchmarking sub-projects, funded by DEEWR as part of the Workplace Productivity Programme (round 1). The Programme was officially launched in February 2007 and will continue until July 2009.

Please note - all the documents associated with each of the sub-projects, such as the National Market Aggregated Reports and Workshop Notes, are available on the HES website. If you are not able to access any of the pages for benchmarking sub-projects in which your university has taken part, please contact me and it will be resolved.

Phase 1

Sub-Project 1 Office Supplies

This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 27th June 2007.

The review workshop was held in Melbourne on Wednesday, 11th March 2008

Sub-Project 2 Laboratory Supplies

This has been completed and the individual Market Intelligence and the Aggregated Market Reports were distributed on 13th July 2007.

The review workshop was be held in Melbourne on Thursday, 12th March 2008

Sub-Project 3 Temporary Staff

This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 29th June 2007.

Sub-Project 4 Travel

This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 15th November 2007.

The review workshop was held in Melbourne on Wednesday, 11th March 2008

Procurement Function Phase 1

This has been completed and the individual university Market Intelligence and the Aggregated Market Reports were distributed on 11th December 2007.

The review workshop was held in Sydney on Wednesday, 16th January 2008

Phase 2

Sub-Project 5 Multi-Function Devices

The data gathering stage of MFDs was completed in October 2007; the reports were distributed on 23rd January 2008.

The review workshop was held in Melbourne on Wednesday, 16th April 2008

Sub-Project 6 Transaction Banking

The data gathering stage of this one was completed in November 2007; the reports were distributed on 6th March, 2008.

The review workshop was held in Melbourne on Wednesday, 16th April 2008

Sub-Project 7 Telecommunications

The data gathering stage was scheduled for completion on the 26th March 2008. Some participants had difficult with gathering the data and a supplementary set of questions were provided to gain some additional breadth and significance to the rather sparse data.

The reports are due for delivery 12th June 2008. Proposed date for the workshop is Monday, 1st September 2008.

Sub-Project 8 PCs and Laptops

The data gathering stage started in April 2008 and the data is due to PI on 16th May 2008.

The reports are due for delivery 1st August 2008. Proposed date for the workshop is Monday, 1st September 2008.

Procurement Function Phase 2

The experiences of the Phase 1 benchmarking were reviewed in a workshop being held in January 2008 and the data templates for Phase 2 are currently under consideration.

Phase 2 was scheduled to run from April to September 2008 but these dates are under review as a result of the timing of the Workshop.

Phase 3 Commodities and Services

The commodities and services to be benchmarked in Phase 3 are being reviewed by the AUPC Executive Committee, taking into account the outcomes of the Survey held in March this year. Membership of the Advisory Groups will be formed according to the Advisory Groups' Terms of Reference and universities will be invited to nominate people who can offer expertise to scoping of particular commodities and services.

The Way Forward

There are only 4 more commodities/services to be benchmarked so when the opportunity arises, I recommend you take advantage of this extraordinary opportunity being provided by DEEWR.

The membership of the AUPC Advisory Groups is gradually changing and expanding. Once the scoping and benchmarking is complete, the role of the Groups takes on another face, as important as the scoping. It is now that recommendations that have been identified in the Market Reports and in the Workshops can be assessed and realised across the sector - spear-headed by the activities of the AUPC Advisory Groups.

If you would like to be a member of the Advisory Group for any commodity or the Procurement Function - or you can recommend someone with the experience/expertise in a specific commodity - please let me know. This is an ideal opportunity to be involved in a very exciting time in Procurement in the sector so please step forward.
